Earthcache publishing is a little different then normal geocache publishing.
First thing to know is that you don't need to place a physical geocache.
You will need to find a place that is geologically interesting, and find an activity that will help the player learn something about the local geology of the area. Northbay (being a volcanic area) has lots of neat geology to play around with!
To publish your earthcache, go to Earthcache.org and click submit a cache. Fill out the forms and in a few weeks a reviewer will get back to you about it. It is a far more drawn out process then normal geocache publishing!
